Technical obligation

HTTPS only. The whole TLD is HSTS-preloaded in browsers, so a plain-HTTP site will not load — you need a TLS certificate from day one.

This does not affect whether you can buy the name.

Is a .app name free?

Availability comes from the registry itself over RDAP, with a WHOIS fallback where a registry publishes no RDAP service. A throttled or unreachable registry is reported as unconfirmed rather than available. It is the one wrong answer that costs somebody money.
