Who can register a .de domain?

Registration is $2.90 and renewal $4.07 a year.

Who may register

No local presence requirement, but a registrant domiciled outside Germany must name an administrative contact in Germany authorised to accept service of legal documents.

What it costs

Registration$2.90 / year
Renewal$4.07 / year
Transfer$5.10
Smallest possible first bill$2.90

Standard price from Porkbun. Premium and reserved names return the same registry answer as an ordinary free one, so every quote here is a floor rather than a price.

Is a .de name free?

Availability comes from the registry itself over RDAP, with a WHOIS fallback where a registry publishes no RDAP service. A throttled or unreachable registry is reported as unconfirmed rather than available. It is the one wrong answer that costs somebody money.
